Astronomy binoculars are generally the highest power. Here is a higher powered pair–up to 40 power. They can not be hand held. Too much shake and too heavy. They require a tripod.

For normal use about 10x is about the maximum that can be hand held although Cannon sells image stabilized binoculars in up to 18x. People who have reported on the Cannon binoculars have given them excellent reviews, but I am not so sure that they are a good idea. 1st of all they are very bulky and very heavy. 2nd the eye relief is not real great at only 15 mm.
