I saw my neighbors (teenagers) tie their dog to the porch and were hand feeding them horseradish. What to do?

I saw the teenagers over there up to no good. At first, I thought that they were just playing around with the dog, then I heard the dog yelping … I got out my binoculars and saw that they were shoveling spoonfuls of horseradish into the dog’s mouth.

This shouldnt be common behavior thats animal abuse and they should be punished!!! There are animal cops that would lock their a**es up. I would tell your neighbors they will be greatful and if they arent or knew about it then reporting then to any local animal shelter would do the trick.
